CONFIDENTIAL Technology Readiness Assessment August 2026

Technology Readiness Level Assessment
DeployIQ AI Infrastructure Suite

Independent internal evaluation against the ISED Canada TRL 1–9 framework. Scores are derived from source code review, test results (201 tests, 0 failures), integration evidence, and deployment state as of v0.4.0 GA. No score reflects roadmap capability.

TRL 5
Technology Validated in Relevant Environment (Laboratory)

DeployIQ's core infrastructure stack — event bus, storage layer, API server, agent framework, and SHA-256 audit chain — is integrated and verified against live components in a controlled lab environment (Docker, real databases, chaos tests). The differentiating AI layer (PPO inference) and GPU topology validation are designed and implemented but not yet validated in an operational environment with real GPU cluster hardware. The overall system is demo-ready and suitable for design partner evaluation. A single production deployment on NeoCloud hardware would advance the overall rating to TRL 6.

Component-Level Assessment

Each major subsystem assessed independently. The overall TRL is bounded by the lowest-TRL differentiating component — in this case the PPO/ML inference layer and GPU topology validation, both at TRL 4.

Core API Server · Rust / Axum 0.8
25 API route integration tests · health probes · rate limiting · auth middleware · root handler · graceful shutdown wired · runs against live Docker infra
TRL 6
NATS JetStream · 3-node Raft cluster
Chaos tested: 3/3 node kill scenarios survived · RTO 3.8 s avg · at-least-once delivery verified · RPO 0 ms confirmed · 11 storage integration tests
TRL 6
SHA-256 DRP Audit Chain · Neo4j DKG
DRP sealed per deployment · hash chain tamper test: 1/1 detected · Neo4j graph storage operational · 14-field DRP schema implemented and queryable
TRL 6
Storage Layer · TimescaleDB + Redis + Neo4j
Hypertable PK composite corrected · upserts tested · Redis 0.27 query_async API · 11 storage integration tests passing · all backends containerised and tested together
TRL 6
Agent Framework · ORAL lifecycle · 7 base agents
observe() → reason() → act() → learn() implemented per agent · 165 unit tests · 7 base agents (CVA, LIA, CDA, PCA, ROA, TRA, MVA) fully implemented · 7 extended agents registered · MlAdapter ACL separates domain from ML wire types
TRL 5
PPO / ML Inference Layer
MlAdapter calls POST /predict/{agent_type} on local FastAPI (localhost:8090) · EpisodeTransition (s,a,r,s',done) struct defined · RewardWeights defined · learn() is a no-op in base trait — online RL learning not yet active · no trained production model with real deployment telemetry
TRL 4
GPU Topology Validation · NVLink · IB · RDMA
topology_validator.rs (330 lines): nvlink_mesh_completeness, ib_fabric_completeness, rdma_pass_rate, numa_affinity_rate, sharp_available · all 8 state vector dimensions specified · L1 GPU node pre-flight test passed (chaos suite) · not validated against real NVLink / IB cluster hardware — GPU cluster telemetry is local/synthetic
TRL 4
FinOps · Multi-cloud cost attribution
finops_agent.rs (279 lines): cost_efficiency_ratio, gpu_util_pct, savings_ratio, tokens_per_dollar implemented · 7-dimensional state vector · benchmark explicitly marks savings as "⊖ modeled" — not live-validated against provider billing APIs
TRL 4
Production Customer Deployment
0 external customers · all infrastructure localhost-bound · API key "sk-demo-korrela-2024-fullaccess" · no public HTTPS deployment of the API server · benchmark widget in demo mode · Cargo.toml workspace version still 0.1.0
TRL 3
⚠
Benchmark vs. TRL note: The public benchmark markets DeployIQ as "v0.4.0 GA" with "201 tests · 0 failures." Both are accurate. GA in this context signals feature-completeness for the defined scope, not production scale-validation. The TRL framework evaluates operational readiness independently of version nomenclature. This is a healthy, honest gap — most deep tech raises Series A at TRL 5–6.

Path to Next TRL Levels

TRL 5 → 6
Prototype demonstrated in operational conditions
1 – 3 months · 1 design partner
  • Deploy API server with public HTTPS on a real cloud host (Fly.io, Railway, or NeoCloud VM) — removes localhost constraint from all components
  • Run topology_validator against a real GPU cluster node (even a single H100) to produce authentic NVLink / IB telemetry, replacing synthetic state vectors
  • Implement learn() for at least one base agent — submit one real EpisodeTransition to the training server and confirm the training loop closes
  • Rotate API keys from demo strings to real secrets — signals operational posture
TRL 6 → 7
Operational prototype field-tested in customer environment
3 – 9 months · active design partner
  • NeoCloud (or equivalent) runs DeployIQ on production GPU cluster — first real canary deployment observed, agent votes logged to DRP chain
  • At least one autonomous rollback executed on live H100 infrastructure — not a simulation
  • PPO model accumulates real deployment telemetry — EpisodeTransition data from real workloads feeds the training server
  • FinOps agent connects to at least one provider billing API (CoreWeave or Lambda Labs) — savings delta validated against real invoice data
  • Multi-tenant isolation validated under real shared-cluster conditions (vRAM contention scenario is reproducible)
TRL 7 → 8
System qualification — proof of operational reliability
9 – 18 months · 2 – 3 customers
  • Repeated autonomous promotions and rollbacks across multiple customers with documented MTTD and MTTR metrics
  • PPO model demonstrably improves over baseline rule-based decisions — A/B evidence from production
  • SOC-2 Type II audit using the SHA-256 DRP chain as evidence artefact — external auditor confirms
  • Enterprise RBAC, SSO, and SCIM provisioning reach TRL 6 — Harness parity gap closes

Honest Assessment — Strengths and Open Questions

Infrastructure maturity is TRL 6 — well ahead of comparable early-stage products

The event bus (NATS Raft), storage layer (TimescaleDB + Neo4j + Redis), API server, and SHA-256 DRP chain are integration-tested against live containers, chaos-tested to failure, and fully documented. This is the level of infrastructure rigor normally seen at Series B, not first design-partner evaluation. It significantly de-risks the deployment risk a NeoCloud partner takes on.

The "PPO" framing requires qualification for sophisticated technical buyers

The current system calls a local FastAPI ML server that returns an action + confidence. The agent framework is architected for online RL (EpisodeTransition, RewardWeights, Learner trait) but the learning loop is a no-op in the base implementation. To a VC or technical buyer who reads Rust source: this is a rule-augmented inference system, not a continuously training PPO agent. This is fine for TRL 4–5 — but the benchmark's language ("PPO RL consensus") should be qualified in direct technical conversations to avoid credibility risk. The architecture for PPO is real; the trained production model is the gap.

GPU topology validation uses the right specification — real-hardware integration is the next step

topology_validator.rs correctly models the 5-layer GPU fabric stack (NVLink, IB, RDMA, SHARP, NUMA) with a well-structured 8-dimensional state vector. The validation logic is sound and chaos-testable. What it has not done yet is ingest real telemetry from NVML, NCCL health-check APIs, or InfiniBand fabric managers. A single NeoCloud node connected to the agent advances this from TRL 4 to TRL 5.

Cargo.toml workspace version (0.1.0) vs. public version (v0.4.0 GA)

Not a bug — version nomenclature is a product decision, not a technical one. But if a design partner's engineering team runs cargo metadata, they see 0.1.0. Worth aligning with a single source of truth before the first external repository share.

Strategic Position — How TRL 5 Reads to Stakeholders

Most deep-tech infrastructure companies raise their Seed round at TRL 4–5 and their Series A at TRL 6–7. TRL 5 with a clean 201-test integration suite, chaos-tested event bus, and a coherent 14-agent architecture is a strong position for first design partner acquisition.

For NeoCloud specifically: what they are evaluating is not whether DeployIQ is production-complete (it isn't — that's what the design partner programme is for) but whether the founding team can get it to TRL 7 on their hardware. The infrastructure TRL 6 evidence answers the "can they ship?" question. The TRL 4 ML and topology layer is exactly where a co-designed design partner relationship adds value — NeoCloud provides real H100 telemetry, DeployIQ closes the gap from TRL 4 to TRL 6 in 90 days.

The ISED Canada TRL framework is also directly relevant to SR&ED (Scientific Research & Experimental Development) tax credits and NRC IRAP funding — both programs fund work between TRL 4 and TRL 7. The current position qualifies DeployIQ for both.
